The common model

  • Submit an Expression of Interest (EOI) and get scored.
  • Receive an invitation to submit a business application.
  • Net worth verification by a province-approved third party.
  • Sign a business performance agreement (for example Alberta's Business Performance Agreement).
  • Come to Canada on a work permit to start or buy the business.
  • Meet your commitments (investment, job creation, day-to-day management) and submit a final report.
  • Get nominated by the province and apply to IRCC for PR.

Common points

  • Most streams require you to actively manage the business day to day; passive investors don't qualify.
  • Many provinces require an exploratory visit before applying.
  • Creating at least one full-time job for a citizen or permanent resident (not a relative) is a common requirement.
  • Provinces don't guarantee nomination even if you meet the criteria; nomination doesn't guarantee IRCC will grant PR.

Note For each province's net worth and investment requirements, see "Net worth and investment requirements by province".
