Canada's federal business immigration programs are in transition. This article summarizes the situation from IRCC's official pages, checked October 19, 2026.
Federal programs
| Program | Status |
|---|---|
| Start-up Visa (SUV) | Paused. No new applications; holders of a valid 2025 commitment certificate had to apply by June 30, 2026. IRCC keeps processing files already received |
| SUV optional work permit | No new applications since December 19, 2025, except extensions for people in Canada |
| Self-Employed Persons | Paused since April 30, 2024, extended until further notice |
| New entrepreneur pilot | IRCC announced on December 19, 2025 a move to a new, targeted pilot for immigrant entrepreneurs; details "will be communicated in 2026" |
As of the check date, we had not found details of the new pilot on the official pages reviewed.

Routes still open
- Provincial nominee programs (PNPs) for entrepreneurs: many provinces still have entrepreneur streams with their own rules. Examples with official pages: Manitoba (Entrepreneur Pathway), Alberta (Rural Entrepreneur, Foreign Graduate Entrepreneur), Newfoundland and Labrador (International Entrepreneur). Ontario has closed its older streams, leaving only the Ontario Workforce Priority stream (checked October 19, 2026).
- Work permits for business owners: C11 (temporary residence only) and intra-company transfers (for multinationals).
- Quebec has its own investor and entrepreneur programs, not covered in this section.

What it means for Vietnamese families
- There is no federal "invest for PR" program open to new applicants.
- Business applications now mostly follow this model: the province invites you, you sign a business agreement, come to Canada on a work permit, run the business to meet your commitments, and only then get nominated for PR.
- Any provincial stream can close or change at any time.
Note Be wary of "guaranteed PR through investment" offers. No one can guarantee an outcome; provinces and IRCC decide.
