The International Mobility Program (IMP) covers cases where an employer can hire a foreign worker without an LMIA. Each category has an administrative code (LMIA exemption code).
Three groups of workers who don't need an LMIA
According to IRCC:
- people exempt from needing a work permit (for example some short-term researchers, performers, full-time students);
- people with an open work permit (for example PGWP holders, some family members, Working Holiday participants);
- people eligible for an LMIA-exempt employer-specific work permit (for example French speakers outside Quebec, Global Skills Strategy if the job is LMIA-exempt, IEC Young Professionals and International Co-op, free trade agreement workers).

Common codes
| Code | Category | Notes from IRCC's instructions |
|---|---|---|
| C16 | Francophone Mobility | French speakers at NCLC 5 (listening, speaking), working outside Quebec |
| C15 | Work permit while waiting for the FCIP | FCIP permanent residence application submitted, offer from a designated employer |
| C11 | Business owners seeking only temporary residence | Must show significant benefit to Canada |
| C61 | ICT – establishing a new enterprise | Maximum 1 year, no extension under this code |
| C62 | ICT – executives and managers | Initially up to 3 years, 2-year renewals, 7 years maximum |
| C63 | ICT – specialized knowledge | Initially up to 3 years, 2-year renewals, 5 years maximum |
| C41 | Spouses of high-skilled workers | Open work permit, subject to occupation and permit-length conditions |
The general IMP process
- The employer submits a job offer in the Employer Portal under the right exemption code and pays the CAD 230 compliance fee (unless exempt).
- The employer gives the worker the 7-digit offer number.
- The worker applies to IRCC for the work permit.
- The employer has ongoing obligations and may be inspected.

Note
LMIA-exempt doesn't mean easier approval. Officers still check carefully that the job offer is genuine and that the worker meets the category's and the occupation's requirements.
Note The full list of LMIA exemption codes is in IRCC's processing instructions ("LMIA exemption codes"). Each code has its own requirements.
