IRCC funds many organizations that help newcomers find work, learn English or French, find housing, enrol children in school and connect with the community. But not everyone can use these free services.
Who can use IRCC-funded services
According to IRCC (checked October 19, 2026):
- permanent residents, including resettled refugees;
- people approved in principle for PR (with a confirmation letter);
- protected persons with a positive Immigration and Refugee Board decision;
- temporary residents (and dependants) in certain employment programs such as the Atlantic Immigration Program;
- FMCSP student pilot participants and their families.
Since April 1, 2026, economic class permanent residents can only use these services for a limited time.
IRCC's service finder doesn't include organizations in Quebec, which has its own system.

Pre-arrival services
- Free and online, for people approved for PR who are still outside Canada.
- Not available to visitors, international students or temporary workers.
- French speakers settling outside Quebec can register with Connexions Francophones.
Typical services
- Needs assessment and a settlement plan.
- English and French classes (with a placement test first).
- Job search help: résumés, interview practice, employer connections.
- Information on housing, schools and health care.
- Community connection programs like Canada Connects, matching you with a long-time local volunteer.

If you're not eligible
- Provinces and cities have their own programs; check your province's newcomer website.
- Libraries and community centres offer many free activities, including English and French conversation groups.
- Places of worship and Vietnamese associations.
Note Register soon after you become a permanent resident so you don't miss the period when support is available.
