About the program

Is C16 an immigrant visa?

No. C16 is a temporary, employer-specific work permit. Permanent residence is a separate step through programs such as Express Entry, a PNP or the FCIP. IRCC advises applying for permanent residence as soon as you are eligible if you want to stay.

Can I work in Quebec?

No. C16 only covers jobs in the 9 provinces and 3 territories outside Quebec, and not remote work for an employer based in Quebec.

Does the employer need an LMIA?

No. The employer submits a job offer in the Employer Portal under code C16 and pays a CAD 230 compliance fee.

About French

What French level do I need?

Listening and speaking equivalent to NCLC 5 or higher (for applications since June 15, 2023). Reading and writing aren't required.

What proof is accepted?

TEF Canada or TCF Canada results (listening and speaking), confirmation of a college or university program completed in French, or other documents showing education in French. The officer may ask for more or for an interview.

Do I have to work in French?

No. The language of work can be English.

About occupations

Which jobs qualify?

All TEER categories from 0 to 5, except primary agriculture in TEER 4 and 5. You must meet the job's employment requirements as described in the NOC.

Does Navio find jobs?

No. Navio does not provide recruitment services. You look for an employer yourself through official channels such as Job Bank and the Destination Canada Mobility Forum.

About family

Can my spouse get an open work permit?

Since January 21, 2025, according to IRCC, spouses of workers who are not on a pathway to permanent residence only qualify for an open work permit if the worker is in a TEER 0 or 1 job or a listed TEER 2 or 3 job, and the worker's permit is valid for at least 16 months when the spouse applies. Dependent children can no longer get an open work permit under this measure.

Can my children go to school?

Yes. Children coming with a parent who holds a work permit need a study permit before entering Canada.

How much does it cost?

The main government fees: work permit CAD 155 and biometrics CAD 85 (paid by the worker); compliance fee CAD 230 (paid by the employer). There are also French test fees, a medical exam if required, police certificates, translation, flights and initial living costs.

About permanent residence

How do I move from C16 to permanent residence?

Common pathways: Express Entry (especially the Canadian Experience Class and French-language rounds at NCLC 7), provincial nominee programs, or the FCIP if you work in one of its 6 communities. Each has its own requirements.
