Self-assessment checklist

A checklist to review before pursuing C16: French, occupation, job offer, documents, finances and family plans. It does not replace an official assessment.

This checklist helps you see where you stand against IRCC's C16 work permit requirements. It is not an official assessment; only an IRCC officer decides on an application.

French

  • I have TEF Canada or TCF Canada results with listening and speaking at NCLC 5 or higher (TEF Canada: listening 352+, speaking 387+; TCF Canada: listening 369+, speaking 6/20).
  • My results will still be valid when I apply (less than 2 years old).
  • Or I have documents showing I completed a program taught in French.

Occupation and experience

  • I have identified the NOC 2021 code and TEER category that match my actual work.
  • My occupation is not primary agriculture in TEER 4 or 5 (NOC 84120, 85100, 85101, 85103).
  • I meet the occupation's requirements (education, experience, licences where needed).
  • I have truthful work experience letters.

Job offer

  • The employer is real, active and outside Quebec.
  • The employer is not on IRCC's public list of non-compliant employers.
  • The offer states the occupation, wage, hours and location; the wage is at least the provincial minimum.
  • The employer has submitted the offer in the Employer Portal under C16 and given me the 7-digit number.
  • I did not pay anyone for this offer.

General documents

  • A passport valid long enough.
  • Police certificates if requested.
  • A medical exam if requested.
  • Certified English or French translations of Vietnamese documents.
  • An employment contract registered under Law 69/2020/QH14 before leaving Vietnam.

Finances and family

  • I have budgeted for application costs and 3 months of living expenses.
  • I have looked into provincial health insurance and any waiting period.
  • I have checked whether my spouse qualifies for an open work permit, and that my children need study permits.

Long-term plan

  • I have looked into the right permanent residence pathway: Express Entry, a PNP or the FCIP.
  • I plan to keep studying French toward NCLC 7, and English too.

Note The more boxes left unticked, the more preparation time you need. Focus on French and proof of your occupation before looking for an employer.
