Canada has a tax-funded public health system, but each province and territory runs its own health insurance plan and decides who can join. Work permit holders are often eligible in many provinces, with specific conditions.
General principles
- Provincial health insurance pays for medically necessary services: doctor visits, hospital treatment and some surgical-dental services.
- Once accepted, you receive a health card to show when you get care.
- IRCC only gives general guidance; the exact rules are on each province's health ministry website.

Examples by province (checked 19/10/2026)
| Province | Rules for work permit holders, from official pages |
|---|---|
| Ontario | A valid work permit and working full-time in Ontario for an Ontario employer for at least 6 months. Spouses and dependants may also qualify. OHIP no longer has a waiting period |
| British Columbia | All BC residents must enrol in MSP. Newcomers to Canada should apply right away; coverage may start 3 months after arriving in BC |
| Alberta | People with an IRCC immigration document may be eligible for AHCIP; there may be a waiting period after moving; separate rules for temporary residents |
| Manitoba | Health cards are issued to Manitoba residents under the province's health insurance law; the target processing time is about 2 weeks |
| New Brunswick | The province's Medicare page blocks automated access; open it in a browser to check the rules for work permit holders |
What usually isn't covered
- Most prescription drugs bought at a pharmacy.
- Most dental and vision care.
Many employers offer group health benefits that pay part of these costs. Ask your employer when you receive the job offer.

The employer's obligation
According to IRCC, employers hiring through the International Mobility Program must arrange health insurance for the worker on arrival where the province requires it.
Note Rules can vary by permit type, permit length and hours worked. Contact the provincial health ministry as soon as you arrive to confirm your situation.
