Canada has a network of settlement organizations, many serving clients in French. However, not everyone can use the free services funded by IRCC.
Who can use IRCC-funded services
According to IRCC (checked 19/10/2026), you are eligible if you are:
- a permanent resident, including a resettled refugee;
- approved in principle for permanent residence (with an IRCC confirmation letter);
- a protected person with a positive Immigration and Refugee Board decision;
- a temporary resident (or dependant) in certain employment programs such as the Atlantic Immigration Program;
- a participant in the FMCSP student pilot, and their family.
Since April 1, 2026, economic class permanent residents can only use these services for a limited time.
Note Regular C16 work permit holders are not on this list. Ask about your province's or city's newcomer programs or local Francophone community organizations.

Pre-arrival services
- Free and online, for people approved for permanent residence who are still outside Canada.
- According to IRCC, they are not available to people coming temporarily: visitors, international students and temporary workers with a visa or permit.
- French speakers settling outside Quebec can register for tailored services through Connexions Francophones (in French only).
Francophone networks
- Francophone Immigration Networks (Réseaux en immigration francophone): provincial networks, listed on the FCFA's Francophone immigration portal.
- The Fédération des communautés francophones et acadienne (FCFA): the voice of Francophone and Acadian communities in 9 provinces and 3 territories, with 24 member organizations.
- The 24 welcoming Francophone communities selected by IRCC all offer settlement support in French.

Once you become a permanent resident
When you move to permanent residence (through the FCIP, Express Entry or a PNP), you become eligible for IRCC-funded services for the period that applies to your category. Register early so you don't miss out.
